I have been issued a new credit card. How do I change my account for TLS billing? I can’t find anywhere on the website. I am new, however, so maybe I missed it.

I cannot make the “CLICK HERE” link work. When I roll my cursor over it, the words disappear. For a brief moment there is the hand icon to indicate a valid link, then it disappears.
